Can you get unemployment if you quit for unethical or illegal reasons?

My employer is trying to implement policies that are unethical and some may even be illegal. I do not agree and do not want to participate in this act. I have not been able to find a new job yet, but I want to quit before they implement these policies (I work in HR). If I do quit, can I file for unemployment and receive benefits?
I work in the HR dept, but I only help screen resumes and assist the Recruiters, so I do not know all of the laws.
