How do you write a letter to appeal unemployment?

Hi. I was hoping someone could help me write a letter to unemployment.
Here’s the gist of the situation: My husband went through unpaid training. While this was going on, of course we were collecting unemployment checks.
Fast-forward: Unemployment is now claiming that he was getting paid while training for his job. They’ve begun to garnish 25% off of his checks.
I have been bugging him to get this straightened out. He has all the information he could possibly gather, and only has this letter to write.
If anyone has suggestions, it would be greatly appreciated. Thanks!!
